EPIC is an enterprise policy and process search and categorization tool for Army and Joint DoD policy, doctrine and manuals. The system is built on current web standards, making it available through any web browser. EPIC consumes policy documents in XML, PDF, MS Word and text formats, then chunks the documents and indexes the chunks for searching by end users. Chunks are defined as the smallest unit of policy, which forms a complete concept or thought, usually occurring at the paragraph level.

Expressions modified EPIC’s database, which stored metadata including Dublin Core elements for each document, to provide Sentiment Analysis ability, addition of synonyms for key words and phrases, and provided the ability to allow users to enter a word, phrase, or part of a word and have the software provide a list of the documents containing the entry. Additionally, Expressions provided the ability to allow user to “filter” the query using words or phrases that narrow the search parameters to more specific terms.

Expression identified means to ensure that the system could be supported over its lifetime in a cost effective manner, which included a highly modular design and deployment on commodity hardware and software. We also provided Program and Administrative Management throughout to ensure that the task order was effectively and efficiently managed.

Washington, DC, September 25, 2013 – USASOC is a very unique 3 star Army Command with complex missions and challenges that compare to the missions of SOUTHCOM. As a prime contractor for USASOC, Expression Networks currently provides work similar in size, scope, and complexity to the requirements in the SOUTHCOM GFEBS SME Support RFP. On this contract, Expressions employs a similar number of FTEs required for this opportunity. Additionally, our USASOC work includes comparable attributes in terms of technical expertise, management, and staffing as requested in the RFP.

Expression Networks has been working at the USASOC HQ since September 2011. While offsite Expression Networks has developed an atmosphere for transitioning USASOC personnel from their Legacy financial, procurement, and cost management processes into an ERP environment. While onsite Expressions has directly assisted the client by providing deliverables at the highest level: including Communications, Training, and Data Readiness Plans, a Proposed Organization Map to support their conversion into the new ERP (BPR Analysis), and a User assignment and Training Excel Tool to streamline the role mapping process. Additionally, Expression Networks has supported Cost Management and Funds Management Master Data activities based upon first-hand lessons learned to ensure the highest level of success throughout the USASOC organization.

Following the successful completion of the organization map, Expressions assisted USASOC’s restructuring of their current business processes by improving their applicable system requirements. Expressions aligned USASOC’s business processes to ensure that USASOC personnel was aligned to the required General Funds Enterprise Business System business processes with a tool that aligned personnel with their required roles. Expressions tools also identified training gaps and provided the USASOC team with training objectives. To manage the impact of change across different levels of the organization Expressions used a comprehensive, strategic, and operational communication plan that provided USASOC with the overall framework for managing and coordinating communication and change management. Additionally, Expressions performed cost analysis, and developed a cost conscience culture within USASOC.

In addition to storing the policy text, EPIC stores metadata including Dublin Core elements for each document. These elements are associated with each chunk, giving users linked information and about the source document. Currently, the system is focused on logistics policy and doctrine, and a taxonomy has been developed to cover these topics.

Expression Networks analyzed existing information retrieval resources within the Army in order to improve the interfaces and processes involved in importing content to the system and delivering that content. We provided systems engineering and technical support of the systems and related hardware and software. We developed and implemented test plans to evaluate the object database, conversion tool, taxonomy, and search engine both at Owner and User echelons.

We identified means to ensure that the system could be supported over its lifetime in a cost effective manner, which included a highly modular design and deployment on commodity hardware and software. We also provided Program and Administrative Management throughout to ensure that the task order was effectively and efficiently managed.

Expression Networks is currently engaged in the third phase of EPIC, including deployment to the LPC and integration with NIPRNET and JWICS.

Through the use of Expression Networks’s automation technology, Expression Networks will be able to fail a customer’s Internet operations over from its presence in a Silicon Valley data center to a data center on the East Coast or in the United Kingdom in the event of a natural or technical disaster.

To support the growing number of ASPs as customers, Expression Networks also announced services for ASPs, a new set of infrastructure services designed specifically for ASPs. Included in these services are ASP operational services, a set of new services that includes the application functionality an ASP needs — configuration, management, billing, customer monitoring, and log management — in order to offer a software application as an Internet-based service. A new scaling technology called Rapid restore lets Expression Networks instantaneously tap into a pool of stand-by servers to replace a failed machine in a live environment. The technology helps ASP customers to offer high-availability solutions without incurring the costs of full redundancy at each tier.

Expression Networks’s new services are based on the knowledge that Expression Networks has gathered in working with a number of high growth ASPs. – Tier Blue services are scheduled to debut in the market throughout Q2 2010.
