Prior to joining Expression, Tom was a career Signal Officer in the United States Army. He served in multiple tours at Fort Bragg, NC and the White House, he deployed in support of the Global War on Terrorism, and he held various command positions throughout his 22-year military career.

Tom has spent his entire career leading operations and being an agent of change. He entered military service as an infantryman and transitioned to a Signal Corps officer. He has a deep background in spectrum and space operations and helped originate Joint Electromagnetic Spectrum Operations (JEMSO) operational concepts that he later implemented into space operations and STRATCOMs targeting cycle. Tom joined Expression Networks directly upon retirement from the military.

Expression Networks Awarded Contract to Establish National Emergency Tele-critical Care Network (NETCCN) to Aid COVID-19 Efforts

Expression Networks, a provider of tailored enterprise application and information technology solutions to the United States Department of Defense and national security community, announced it has been awarded a contract from US Army’s Telemedicine & Advanced Technology Research Center (TATRC) to develop and demonstrate the National Emergency Tele-critical Care Network (NETCCN). As a prime contract awardee, Expression will alleviate COVID-19 related critical care capability shortages by rapidly developing and deploying the NETCCN. NETCCN is a cloud-based health information management system for creating and coordinating virtual critical care wards. These virtual critical care wards will deliver high-quality critical care to ad hoc treatment centers in areas where hospital resources are saturated with COVID-19-related illnesses.

Washington, DC – March 02, 2020 – Expression Networks, a provider of tailored and integrated electromagnetic spectrum management solutions, automation and visualization technology, software engineering, and data analytics to the national security community, announced it has been awarded the Defense Information Systems Agency (DISA) Electromagnetic Spectrum Management Situational Awareness (EMS SA) contract valued at $121 million. As the prime contract awardee, Expression will provide predictive analysis, situational awareness, and command and control functions to streamline and automate joint electromagnetic spectrum operations activities for the Combatant Commands, the Joint Task Forces, and the electronic warfare communities. The contract will require near real-time data ingest, data fusion, visualization, analysis, reporting, and user-defined operating pictures for the electromagnetic operating environment, to include friendly-force, adversary, and neutral actor spectrum-dependent systems.
