Washington, D.C.  February 2025 – Expression Networks, LLC (Expression), a leading provider of artificial intelligence (AI), enabled data fusion and analytics, information technology (IT) and electromagnetic spectrum (EMS) management solutions, is excited to add Ben Youngs to our team as the new Senior Director of Client Solutions.

Mr. Youngs is a seasoned technology leader with over 15 years of experience bridging government, startups, and the tech ecosystem. His expertise spans across technologies including generative AI, computer vision-based machine learning, cloud-native architectures, and advanced analytics solutions.

Mr. Youngs brings with him extensive technology expertise. He began his technology career at Esri, where he delivered geospatial analytics solutions to the Public Sector. Then at KEYW Corporation, Mr. Youngs architected large-scale analytics platforms, where he led technical teams implementing critical infrastructure migrations and geospatial integration projects for IC customers. At Scale AI, Mr. Youngs led Public Sector Solutions Engineering, and spearheaded the integration of generative AI, computer vision, and data solutions across the Department of Defense (DoD), Intelligence Community (IC), and Federal Civilian agencies. At In-Q-Tel as a Technology Architect, he guided strategic investments in enterprise software startups, focusing on cloud architectures, DevOps, and AI platforms while shaping the IC’s technology portfolio.

Joining the Expression team as our Senior Director of Client Solution, Mr. Youngs will be integral to promoting innovative, scalable solutions that comply with industry standards and increase client satisfaction. Mr. Youngs will focus on optimizing resource use, supporting business development, and leading modernization efforts to enhance system efficiency and align with client needs.

Washington, D.C. December 2024 – Expression Networks, LLC (Expression), a leading provider of artificial intelligence (AI), enabled data fusion and analytics, information technology (IT) and electromagnetic spectrum (EMS) management solutions, has won a Direct to Phase 2 (D2P2) Small Business Innovation Research (SBIR) contract. This award supports Expression’s development of a cutting-edge AI-enabled solution to modernize the Army’s Acquisition Requirements Package (ARP) processes.

The Army’s ARP modernization initiative seeks to address critical challenges in the ARP process. Labor-intensive tasks, such as ingesting contract requirements, selecting contract types and clauses, and assembling documents, significantly prolong ARP cycles and drain valuable resources. A lack of standardization and built-in compliance mechanisms often results in errors and inconsistencies in documents. Moreover, existing tools lack intuitive interfaces and adaptability for diverse roles like program managers and contracting officers.

Expression solves these challenges with Trusted Agentic AI – our innovative technology to power human-agent collaboration with trust in mission-critical applications. Built on the five tenets of TRUST – Transparency, Reliability, Unassailability, Scalability, and Testability – Trusted Agentic AI features a Multi-Agent Solution that orchestrates teams of collaborative and adversarial agents to deliver trusted workflows. Trusted Agentic AI is embedded in Visualize, Observe, and React (VOR™), Expression’s Data to Intelligence platform. As part of the Phase II effort, Expression will research, develop, and deliver a functional prototype of Trusted Agentic AI, enabled through VOR.AI and tailored specifically to the Army’s ARP workflows. By implementing trusted agent workflows, this prototype will significantly reduce solicitation cycle time and operational cost, enhance the accuracy and consistency of solicitation documents, while simultaneously supporting a wide array of users and tasks.

Supporting the Defense Information Systems Agency (DISA), Expression Networks, LLC (Expression) successfully launches EMBM-J to improve the United States’ military situational awareness (SA) of the electromagnetic spectrum (EMS). Partnering with the US Strategic Command, DISA’s Program Executive Office – Spectrum and Expression designed, developed, and launched EMBM-J, enabling full integration and visualization of spectrum operations.  

Spanning air, land, sea, space, and cyberspace domains, the new capability provides critical data to combatant commands and Joint Task Force Headquarters Joint EMS Operations Cells. By implementing a common data layer, EMBM-J delivers interoperability with service-specific EMS systems, rapidly visualizes the EMS common operating picture, and improves the military’s EMS SA in a highly congested space.

Expression Networks, LLC (Expression) announced their successful launch of the Defense Information Systems Agency’s (DISA) Electromagnetic Battle Management Joint Situational Awareness (EMBM-J-SA) program built on AWS. Abir Ray, CEO and CTO of Expression, spoke on a panel of AWS Partners on GovExec Television sharing the success within the EMBM-J-SA program and the critical importance of electronic warfare.

The EMBM-J-SA program uses cutting-edge technology, running Expression’s custom software on the AWS Secret Cloud, which is designed and accredited to address the security requirements of the U.S. Department of Defense (DoD) Cloud Computing Security Requirements Guide (CC SRG) Impact Level 6 and Intelligence Community Directive (ICD) 503. Expression leverages AWS’s leading, secure cloud services to deploy and manage the infrastructure that underlies the EMBM-J-SA application. The EMBM-J-SA program provides situational awareness of the electromagnetic environment. EMBM-J-SA coordinates friendly spectrum forces to identify and avoid fratricide and detect adversarial and neutral jamming and potential deception. Electronic warfare and use of the electromagnetic spectrum have become an increasingly important part of warfare, and EMBM-J-SA provides a critical capability to the DoD in controlling this domain.

In August of 2023, Expression achieved the milestone of receiving an Authority to Operate (ATO), moving one step closer to the program’s wider release to users. Expression has been working with AWS to reshape the DoD Information Technology (IT) landscape with a shared commitment to excellence and innovation, analyzing and managing big data using machine learning (ML) and artificial intelligence (AI) to further the DoD’s mission of enabling Command and Control (C2).

In the next phase of the project, Expression will continue working with AWS to transition the program’s architecture to be fully cloud-native by implementing a serverless solution to reduce risk and promote efficiency. Expression will continue to leverage their relationship with AWS to introduce additional spectrum software applications to the EMBM-J-SA cloud portfolio in the future.
